After almost nine years of serving UN Member States, the first phase of the United Nations Project Office on Governance (UNPOG) project is coming to an end and there is a need to carry out an end-of-term evaluation to assess the impact of its activities on Member States. In addition to taking stock of the progress made to date, the evaluation is intended to serve as a bridge between current work and future mandates to ensure that UNPOG can better serve UN Member States, particularly developing and least developed countries in the Asia-Pacific region, in advancing the Post-2015 Development Agenda. Since there is increasing awareness of the fact that good governance is very important for the promotion of sustainable development goals, recommendations to further enhance UNPOG’s capacity-building activities in this area and ensure high impact.in terms of development would be very useful.
In order to achieve the above objectives, the evaluation was conducted to assess:
a) degree of attainment of the goals of UNPOG vis-à-vis the activities implemented since its inception, taking into consideration the activities directly carried out by UNPOG or in collaboration with other international organizations and partners;
b) overall impact on governance capacity building for UN Member States, particularly in the Asia and Pacific region;
c) relevance and adequacy of the capacity development work related to project stakeholders;
d) effectiveness of the project governance arrangement, partnerships and implementation modality;
e) results achieved vis-a-vis the available budget, from both qualitative and quantitative perspectives;
f) facilitating and constraining factors of the project; and
g) focusing on in-depth analysis of the last 2 years 2013-2014 and conduct descriptive review of the first 6 years of UNPOG.
A few recommendations and lessons learned were also identified through the evaluation to reinforce the future avenues of action of UNPOG.
