Mr. Keping Yao, Senior Governance and Public Administration Expert, participated in the Annual Conference on “Values, Trust and Technology in the Public Sector” organized by the Astana Civil Service Hub from 13 to 14 June 2019 in Astana, Kazakhstan. Mr. Yao delivered a presentation on “Instituting Data Governance for Building Digital Trust and Advancing Digital Government” during the Session on Technology and Trust. The Conference was attended by senior government officials from 30 countries, as well as representatives from UNDP Kazakhstan, OECD, UN Women, academia and national and regional civil service training institutes. Mr. Alik Shpekbayev, Chairman of the Agency for Civil Service Affairs and Anti-Corruption of the Republic of Kazakhstan, and Mr. Larbi Djacta, UN Under-Secretary-General and Chairman of the UN International Civil Service Commission delivered the opening and keynote speeches.
The Conference covered a wide range of topics including civil service reforms, changing the mindsets of civil servants, building citizens’ trust in government and leveraging technologies for transforming the public sector. During the Conference, a Peer-to-Peer Learning Alliance was established based on the OECD Effective Institutions Platform (EIP) principle. The Alliance was joined by 7 countries, i.e. Georgia, Armenia, Ukraine, Azerbaijan, Kyrgyzstan, Tajikistan and Kazakhstan, and is dedicated to Transformation and Innovations in Governance.
